Representative Engagement: U.S. Department of Housing and Urban Development (HUD) – Office of Affordable Housing Preservation (OAHP)
Many of the 10,000 expiring FHA-insured Section 8 project-based properties, housing 1.6 million tenants, are subsidized above market rent levels necessitating financial evaluation and restructure transactions. DBA Heskin/Signet Partners JV has conducted this multi-year engagement having turnkey responsibilities ranging from due diligence to loan restructure, underwriting, owner negotiations, and closing tasks. Having completed over 500 projects to-date, our responsibilities include: (1) assess due diligence documents; (2) analyze information using underwriting models; (3) determine property valuation; (4) underwrite operating and capital expenses; (5) estimate project cash flows; (6) restructure existing debt; (7) determine economic impact on HUD; (8) provide detailed reporting and data management; and (9) conduct closing and post-closing activities.
